Planning Process

UMBC’s strategic planning process began in the spring of 2023 when President Sheares Ashby kicked off the Bold Conversations series. Since then, through meetings with shared governance, input received via a campus core values survey, and other meetings with campus community members, a set of themes for planning has emerged. This is a brief overview of the planning process to date.

  • Provost Manfred van Dulmen joins UMBC

September 2024

  • Strategic Planning Committee formed
    • Review of USM 2030 Strategic Plan and priority areas
    • Consideration of existing State of Maryland plan for higher education
    • Consideration of existing UMBC strategic initiatives since the arrival of the new President and Provost (e.g., NISS, Carnegie Community Engagement, our history of inclusive excellence work, etc.)
October 2024
  • Strategic Planning Steering Committee face-to-face group processing meeting to discuss emerging priorities with follow-up survey to the committee
November 2024
  • Strategic Planning Steering Committee is expanded
  • Core Values Survey launched to campus
December 2024
  • Results of the Core Values Survey are shared with the community
  • Emerging priorities are shared with President Sheares Ashby and the President shares the vision for UMBC 3.0 with newly expanded Steering Committee
  • Strategic Plan Leadership Team synthesizes emerging priorities and Presidential vision

2025

February 2025
  • Emerging priorities reviewed by Steering Committee sub-groups
March 2025
  • Steering Committee sub-groups develop a community engagement plan to inform the development of strategic priority areas and recommended goals. This work will continue through early fall 2025.
April 2025
  • President Sheares Ashby and Provost van Dulmen hold a campus forum during which they share their vision for the university.
Summer 2025
  • Steering Committee engages with the community and develops strategic priority areas and recommended goals for Cabinet review in the fall.
